Stephen ‘enjoyed’ a twenty five year career in HM Revenue & Customs, where he was a senior Tax Inspector. Specialising in investigation and regulatory issues, Stephen has investigated a broad spectrum of individuals and businesses. These ranged from taxi drivers and public houses through to high net worth individuals, large multi-national entities and large tax avoidance schemes.
Upon leaving HM Revenue & Customs, Stephen moved to a large accountancy and business advisory firm where he was a Senior Manager supporting clients being subjected to HM Revenue & Customs investigations, whether at local office level, through the Civil Investigation of Fraud or the Contractual Disclosure Facility, by Specialist Investigations (under Code of Practice 8 or 9) or by one of HM Revenue & Customs specialist bodies. Stephen has also been responsible for proactive risk management work aimed at ensuring that internal systems and practices are robust in the light of any likely regulatory challenges.
Stephen brings his HM Revenue & Customs and large practice-honed skills to the Outhwaite Associates table and enjoys working with clients old and new.
Stephen keeps up to date with current developments in the world of tax investigations and is always happy to visit intermediaries, businesses or individuals to discuss current issues and ways of successful planning for the future. In addition he is much in demand as a lecturer on tax-related subjects.

Outhwaite Associates Ltd are excited to be expanding into the North West of England. As part of that expansion we are opening an office in Blackburn, and are particularly excited to welcome a new consultant on board – Ilyas Satia.
Ilyas lives in Blackburn and has a wealth of experience in the accountancy sector.
Ilyas specialises particularly in looking after the accountancy and taxation needs of owner-managed businesses, the provision of management services, dealing with HMRC investigations, business planning and budgetary forecasts and due diligence work in connection with significant acquisitions.
Ilyas is ACCA and AAT qualified (holding fellow status with both organisations), and has 18 years of experience in the accountancy profession.
Away from work, Ilyas particular enjoys volunteering in the Charity sector, particularly with the Child Poverty Action Group.
Ilyas supports clients with particular taxation needs – especially issues with HMRC – from the North West of England alongside our current diverse client base.

After working for HMRC for about 21 years, mainly on VAT, Ian was headhunted by a large national accountancy practice to deal with all clients’ VAT issues arising, also to carry out due diligence visits.
Ian has a wealth of experience in dealing with VAT on property matters, businesses with partial exemption issues, and VAT officers’ assessments and queries.
Ian then took the plunge to work for himself and now deals with various VAT-related matters for all types and all sizes of business from small sports clubs to multi-million turnover plc’s. Property issues remain a prominent feature in Ian’s work at all stages of purchase, development and/or sales including providing long-term assistance to several sports clubs which have had new sports grounds and pavilions built.
Ian is also involved in VAT registrations for clients and submission of VAT returns, EC Sales Lists and Intrastat declarations, some for foreign companies which do business in the UK.
